On October 31, the International Forum on African Laws and Social Development was held in Xiangtan University. Li Bochao, Vice Secretary of Party Committee of XTU, Hu Xiaohua, Dean of Faculty of Law and Intellectual Property Institute of XTU, Mancuso, Representative for Asia, UNIDA and Professor of School of Law of Macau University attended the opening ceremony and delivered a speech. Li Baoping, Vice Chairman of Chinese Society of African Historical Studies (CSAHS), on behalf of Ning Sao, the Chairman of CSAHS, made a speech at the seminar. Shu Yunguo, Vice Chairman of the CSAHS presided over the ceremony. There were other important persons attending the ceremony, including Shu Zhan, Ambassador of the Department of African Affairs of Ministry of Foreign Affairs, Qiang Yaping, International Exchange and Cooperation of Ministry of Education, Gu Zhangyi, Consultant of CSAHS, Li Anshan, Hong Yonghong, Mutao, Vice Chairman of CSAHS, Wang Xianyou, Head of International Exchange Center of XTU, He Yuan, Head of Office of Social Sciences of XTU, Xia Xinhua, Chief Expert of Hunan Provincial Law Study Base as well as more than 100 people including the experts and scholars from Ethiopia, Mozambique, France, Italy and Belgium, African Students studying in China and other relevant people.

The seminar was hosted by CSAHS, organized by Faculty of Law of XTU, Intellectual Property Institute of XTU and the Centre for African Laws and Society. The topics in this seminar include legal principles, the African commercial law and investment environment; the basic theory and customary law of African law; African Constitution; African law and society; Law and International Relations in Africa. The seminar lasted for two days.


XTU, located in Xiangtan City of Hunan Province, the home town of Mao Zedong, is a comprehensive university operating under the joint support of the Hunan Provincial Government and the Ministry of Education. It is one of China’s first educational institutes authorized to award master’s degree and also among the earliest schools approved to enroll overseas students and students of national defense. In an evaluation conducted by the Ministry of Education, the university’s bachelor degree education was rated as excellent.


The university was established in 1958 as a result of Chairman Mao’s proposal. On September 10th of the same year, Chairman Mao himself wrote the name of the university and enjoined the authorities to work hard to make a success of it.


Faculty of Law of XTU was founded in 1982; Intellectual Property Institute of XTU was founded in 2008, handling official affairs jointly with Faculty of Law. There are 74 existing faculty members, including 63 teachers, 20 professors, 25 associate professors; 18 doctoral tutors and 51 masters degree tutors; 42 teachers with a doctor’s degree and 4 teachers who are studying for a doctor’s degree. And more than 40 well-known jurists at home and abroad are employed as adjunct professors. Some academic groups have been set up by Faculty of Law and Intellectual Property Institute, including jurisprudence, legal history, Constitution and Administrative Law, Criminal Law, Civil and Commercial, Economic Law, Litigation Law, International Law, Environmental Law etc. And other science research institutes have also been established including Hunan Provincial Law Study Base, Hunan Provincial Attorney Theoretical Research Base, African Law and Social Research Center, Research Center for the Sociology of Law, Procedural Law Research Center, Research Center for the Integration of Criminal, Constitutional Culture Research Center, Research Center for the Theory of Economic Law, Intellectual Property Protection Research Center, Sports Law Research Center, Environmental Resources and Protection Research Center, Building Real Estate Law Research Center etc. At present, African Law, Sports Law and Intellectual Property Law are burgeoning preponderant disciplines of Faculty of Law of XTU, exerting a certain influence on the whole nation.
